Is the hole just below the dam natural or man made?

That is a natural feature called a pothole. It is formed when a boulder is sitting there and water flows around it. The flow of water forms eddies and other strong currents that move the boulder around in a circular motion and carves out the bedrock underneath, leaving a depression or pothole in the bedrock where the boulder once was.
